The client, located in Diest, Belgium, operates as the European distribution centre for parts for Toyota and Lexus vehicles. Their environmental permit was nearing expiry a few years after as the Flanders Region in Belgium introduced new environmental legislation, in which former planning and environmental permits were incorporated under a single integrated permit, covering both Environment and Planning. The company also aimed to renovate their site, whilst trying to off-set the future business increase into its current operational infrastructure. This including the accommodation of parts for electric vehicles, while preserving storage for legacy models for up to 21 years.

Challenge – Complex site, competing restraints 

The site, developed in phases over time, had reached its operational limits within the current layout and processes. Internal processes were fragmented, storage space was insufficient, and there were many unnecessary internal traffic movements. Limited space and proximity to a nature reserve further complicated redevelopment. Regional and local regulations also imposed strict rainwater infiltration requirements, which are difficult to meet due to space constraints.

External mobility issues added to the challenge, with frequent complaints of lorries blocking the only access road to the industrial area. The company’s international nature added complexity to the approval process for local procedures.

Solutions – In flow with the architect 

TAUW’s knowledge of local permitting procedures and strong local government ties proved essential. We ensured complete, compliant documentation—including detailed mobility studies—and guided the client through the submission process in Flemish.

To address spatial and operational inefficiencies, a site redesign was proposed. That included reducing unnecessary traffic, improving internal flow, and creating room for expansion. For rainwater management, we turned nearly all available green zones into infiltration areas and introduced wider green spaces. Another solution besides infiltration areas, was to develop parts of these areas into ponds to enhance biodiversity onsite. Trees with broad foliage were placed in curved formations to break wind and cool the site naturally in summer.

Impact – Harmony with nature 

The environmental permit was successfully approved. Implementation is now underway to redevelop the site according to the integrated design. These changes allow Toyota to meet regulatory requirements, support future growth—including for electrical vehicle components—and offer a more efficient and environmentally friendly workplace.

The redesigned site reflects the company’s philosophy of Harmony with Nature. Their commitment to biodiversity is tangible in tracking plant and animal species and ongoing improvements to natural habitats on their sites.
