Permitting 20 MW green hydrogen production plant in Aragón

IGNIS P2X is a subsidiary of IGNIS Group, a Spanish IPP with presence in several countries. Initially focused on renewables development and energy management, IGNIS has now launched IGNIS P2X to grow as a consumer-oriented platform, developing all kinds of demand projects, but mainly industrial decarbonisation solutions including green hydrogen or derivatives.

The project is located in the region of Aragón, where IGNIS P2X was selected by a relevant industrial in the area to develop a green hydrogen energy source as a substitute for their existing hydrogen supply derived from natural gas. The project was prompted by ESG compliance requirements and the plant’s ongoing commitment to protecting the environment and reducing their carbon footprint. TAUW was asked to assist IGNIS P2X and its client with the complex permitting procedures and the relevant environmental reports required for licence application.

Challenge – Infrastructure constraints and regulatory restrictions

Grid access & energy cost
Beyond clear decarbonisation targets, the industrial client had a strong incentive to switch to green hydrogen in order to reduce its exposure to global gas markets and ensure operational continuity in a volatile energy environment. In parallel, additional capacity was required to fully decarbonise the site — not only for the electrolyser, but also for other processes — while reducing overall energy costs. In this regard, IGNIS provides a self-consumption solution that avoids grid charges for a significant share of the energy consumed.

Environmental factors
Although the industrial site is located in a sparsely populated area, it must comply with strict noise pollution standards. The chemical plant uses compressors and cooling fans that generate high sound levels and could affect the nearby village.  Another issue is the scarcity of water. The new hydrogen will be produced using electrolysis and will therefore require water. The use of water was further complicated by regulatory restrictions. Throughout Spain, water is a scarce resource and consequently, the regulations for granting usage rights are very strict. That involves using the minimum amount of water, reusing wastewater wherever possible and discharging unused water to the river in good condition.

Solutions – Efficient permitting process

TAUW supported the project by leading the noise modelling and environmental permitting process, as well as advising on key technical aspects such as the reuse of existing water supply systems. Their expertise in water and wastewater management enabled effective engagement with the relevant authorities. More broadly, TAUW contributed to ensuring an efficient permitting process, leveraging its experience in administrative procedures and its understanding of the sequencing and requirements of local and regional authorities.

Impact – Reducing carbon footprint 

Once this project is completed, it will have a positive effect on the environment and bring the north-eastern region of Spain closer to net zero. Green hydrogen will help reduce the pressure on the environment and support continuity of the plant’s operations. The project will also contribute to the growing hydrogen infrastructure in Spain.

TAUW supported Grupo Ignis with an assessment of the environmental and climate impact and mitigation measures as part of the permitting strategy of the to be installed green hydrogen plant.
